From Siloes to Systemness

Talent Readiness-New England (TRNE) is a first-of-its-kind, multi-state, multi-system framework designed to strengthen regional employment pipelines and address labor shortages in critical sections across the region.

The Framework

TRNE leverages the power of “systemness” to unite public higher education systems in expanding affordable pathways to economic mobility and strengthening regional workforce pipelines. By acting together, New England can move from parallel efforts to collective impact, leveraging shared data, tools, and emerging approaches--like short-cycle earn-and-learn models and employer-aligned pathways--to expand opportunity for learners while delivering the talent employers need to grow.

The Impact

The initiative establishes durable, cross-system mechanisms designed to increase predictability for learners, employers, and institutions alike. In practice, TRNE aims to:

  • Build faster, clearer routes into high-quality jobs through employer-aligned programs and stackable credentials
  • Strengthen regional labor supply by coordinating efforts across state lines rather than duplicating them
  • Expand work-based learning opportunities that equip learners with skills
  • Increase learner mobility, allowing students to move between institutions and states without losing momentum
  • Help employers fill persistent talent shortages in priority industries across the region

Our Commitment

NASH’s Office of Workforce Development serves as the backbone for TRNE, leading convening, facilitation, and multi-year communities of practice that support systems in designing and scaling employer-aligned workforce models, with learners at the center.

Running through 2030, TRNE positions New England’s public higher education systems to strengthen regional competitiveness, and expand career pathways for its learners.
