Yasmine Mendes Raouf Chief of Staff / Setting Up for Success (SUFS) Coordinator

Yasmine Mendes Raouf currently serves in dual roles at TIER: as Chief of Staff and Setting Up for Success (SUFS) Coordinator. As Chief of Staff, she supports TIER’s founding Director, and helps oversee strategic initiatives that engage higher education systems to support the integration of newcomers into the U.S. labor market and drive workforce development. In her role as SUFS Coordinator, Yasmine helps coordinate a statewide initiative in New York: ‘Setting Up for Success’, collaborating with NASH member systems – the State University of New York (SUNY) and City University of New York (CUNY) and employers to offer fast-track workforce development opportunities for newcomers to better access local labor markets.

Previously, Yasmine represented the International Movement ATD Fourth World at the United Nations, where she spearheaded advocacy on issues such as poverty, social exclusion, social protection, and decent work. She now serves as Secretary of the Board for ATD Fourth World USA. Yasmine also worked as a Community Program Manager, creating intergenerational learning spaces in partnership with the Brooklyn Public Library, NY Public Schools, and the NYC Housing Authority. Yasmine is a fellow of the Urban Design Forum, reflecting her interest in city policy. Her work on migration, cities, and green energy has been published in Foreign Policy in Focus. She has also contributed to research, communications, and advocacy at the Institute for Policy Studies and the Arab-American Business & Professional Association. Yasmine holds a dual master’s degree in International Relations and Global Studies from Central European University and Bard College, as well as a bachelor’s degree in International Studies from American University in Washington, D.C.
