Yasmine Mendes Raouf Program Manager, NASH TIER

Yasmine Mendes Raouf currently serves as Chief of Staff at TIER, supporting TIER’s founding Director and helping oversee strategic initiatives that engage higher education systems to strengthen workforce development and improve access to economic opportunity.

Previously, Yasmine represented the International Movement ATD Fourth World at the United Nations, where she spearheaded advocacy on issues such as poverty, social exclusion, social protection, and decent work. She now serves as Secretary of the Board for ATD Fourth World USA. Yasmine also worked as a Community Program Manager, creating intergenerational learning spaces in partnership with the Brooklyn Public Library, NYC Public Schools, and the NYC Housing Authority. She is a fellow of the Urban Design Forum, reflecting her interest in city policy. Her writing on migration, cities, and green energy has been published in Foreign Policy in Focus. She has also contributed to research, communications, and advocacy at the Institute for Policy Studies and the Arab-American Business & Professional Association. Yasmine holds a dual master’s degree in International Relations and Global Studies from Central European University and Bard College, as well as a bachelor’s degree in International Studies from American University in Washington, D.C.
